Preparation Steps
  1. Preheat oven to 350°F. Spread the cabbage on the bottom of a 9x13 dish. In a large skillet, cook the ground beef and chopped onion over medium heat.
  2. Drain excess grease, add rice, chili powder, garlic powder, salt, and black pepper. Stir in crushed tomatoes. Spread this mixture over the cabbage in the dish.
  3. Combine tomato sauce, brown sugar, and vinegar; pour over the meat and cabbage. Cover with foil and bake for 90 minutes. Let rest for 5-10 minutes before serving.
