  2. Cream the butter, sugar, and brown sugar until light and fluffy, about 3-4 minutes.
  3. Add sour cream and vanilla, mix well. Add eggs one at a time, mixing until just combined.
  4. Mix dry ingredients separately; combine with milk and water alternately into the batter. Finally, fold in mini chocolate chips.
  5. Divide batter evenly among prepared pans and bake for 21-23 minutes, until a toothpick comes out clean. Cool completely.
